Responding to concerns raised by past lottery scandals in other states, particularly a Texas incident where a gambling syndicate nearly swept a $95 million jackpot, New York is moving to ban "bulk buying" of lottery tickets.

What's Changing?

The proposed regulations aim to prevent individuals or groups from attempting to purchase every possible numerical combination of a lottery ticket. The key measures include:

  • A ban on attempts to buy up every mathematical combination of a lottery ticket.
  • Prohibition of ticket-sales collaboration aimed at bulk purchasing.
  • Mandating lottery sales agents to report any suspected bulk buying attempts.
  • Potential suspension of a sales agent's license if their store facilitates a bulk purchase.

The commission unanimously approved these measures as proposed new state regulations. A public comment period will now follow, with the rules expected to take effect in October.
