"Winds will be howlin' this Halloween!" quipped the National Weather Service, forecasting sustained winds of 15-20 mph with gusts reaching 35-40 mph during prime trick-or-treating hours.

- Rainfall: Approximately half an inch of rain is anticipated this afternoon and evening.
