In a significant blow to the Northern Cape province, Assmang, an investment vehicle of African Rainbow Minerals (ARM), has announced the closure of the Beeshoek iron ore mine. This unfortunate decision will result in the retrenchment of 622 permanent employees, effective from the end of November. The news arrives amidst growing concerns about the health of South Africa's mining sector.
Beeshoek's struggles stem from a decline in offtake from Arcelor Mittal South Africa (Amsa), a major steel producer. The termination of a supply contract last year led to iron ore sales being conducted on a month-to-month basis, creating instability. Deliveries to Amsa ceased entirely in July, and ARM has confirmed that no further sales are anticipated for the remainder of the year.
ARM holds its stake in Beeshoek through a 50% shareholding in Assmang, with the remaining balance owned by Assore, a privately-held resources investment firm. The closure of Beeshoek coincides with Amsa's confirmation of the closure of its long steel production at its Newcastle plant, further exacerbating the economic challenges in the region.
Wider Implications for ARM and Assmang
This closure is not an isolated incident for ARM. The company has been facing difficulties in its ferrous metal production activities. In July, ARM announced restructuring plans for its manganese processing operations, also held through Assmang. This included the closure of the Cato Ridge ferromanganese smelter and the sale of properties to Assore. Assmang's stake in Sakura Ferroalloys has also been sold to Assore.
Efforts to Avert the Shutdown
ARM stated that Assmang had conducted a thorough evaluation of potential alternatives to avoid the shutdown of Beeshoek. However, these efforts proved unsuccessful. “In the absence of a sustainable offtake arrangement, Beeshoek Mine is no longer economically feasible to operate,” the company said.
