Ekurhuleni, South Africa – Deputy Chief of Police, Mr. Julius Mkhwanazi, has been suspended from his position in the Ekurhuleni Metropolitan Police Department (EMPD), effective 11 November 2025. This decisive action follows the recommendations stemming from an internal audit investigation into serious allegations of misconduct against the Deputy Chief.
The suspension is regarded as an administrative procedure designed to protect the integrity of the ongoing disciplinary process. The City of Ekurhuleni emphasises that this measure should not be interpreted as a pre-judgment of guilt. Formal disciplinary proceedings are set to commence, adhering strictly to applicable labour laws and municipal regulations.
This development coincides with the City leadership’s close monitoring of the disturbing testimonies emerging from the Judicial Commission of Inquiry into Alleged Criminality, Political Interference, and Corruption within the Criminal Justice System, known as the Madlanga Commission. The Commission has revealed footage allegedly showing Mkhwanazi and other EMPD officers stealing copper cables from a workshop in Meyerton, and that an informant who exposed them was murdered.
City Manager, Mr. Kagiso Lerutla, expressed his grave concerns, stating, “The testimony emerging from the Madlanga Commission is both shocking and deeply concerning. It points to systemic issues that this administration will not tolerate. We are unequivocally committed to clean governance, accountability, and restoring public trust in our Municipality.”
In response to these revelations, the City is launching an immediate and independent internal investigation into new allegations of wrongdoing within the EMPD. The City Manager affirmed that the findings of this investigation will be acted upon decisively, without fear or favour, aligning with municipal legislation and the commitment to clean governance.
The City of Ekurhuleni is providing full support and cooperation to the Madlanga Commission. Furthermore, the internal investigation will be expanded as necessary to incorporate any additional evidence or allegations arising from the Commission's proceedings. All public safety operations and services will continue uninterrupted during this period.
Allegations of Theft and Murder
Adding fuel to the fire, Mkhwanazi has also been implicated in a theft case. CCTV footage allegedly captured him and EMPD officers at a workshop in Meyerton. It is alleged that they stole copper cables, and an informant who exposed their actions was later murdered. These allegations are currently under review by the Madlanga Commission.
Further Investigation
Mkhwanazi was allegedly refused to be vetted for his EMPD position. This is also being investigated.
